Update a webhook PATCH

Change the receiving URL, pause or resume delivery, or replace the connected codes. `codeIds` replaces the whole set; codes left out are disconnected.

Reveal the signing secret POST

Returns the webhook with its current signing secret. A POST rather than a GET so the reveal is an explicit action, never a side effect of listing.
